How to apply for a passport – for Italians who are permanently unable to travel

Biometric data capture, in particular fingerprinting, is a prerequisite for the issue of an Italian passport.

The only exception allowed is if the applicant suffers from a medical condition which renders them permanently unable to travel.

Please note that the inability to travel must be permanent, not temporary.

To apply for a passport without fingerprints applicants must submit, in addition to the normal passport documentation (adult, 0 – 11 yrs or 12 – 17 yrs) a medical certificate issued by a hospital or by their GP certifying that the applicant is “PERMANENTLY UNABLE TO TRAVEL”.

Any certificate with a different wording will not be accepted.

Payment must be made via Postal Order made payable to “Italian Consulate General”. To check the correct amount, please see Consular fees

Enclose a prepaid special delivery envelope (up to 500g) (with a regular stamp, not a printed date stamp) for the return of both the new and the old passport.

Post all the above documents to the following address:

Passport Office
Consulate General of Italy
