Italian endorsement of UK MCA IMO STCW certificates

ITALIAN ENDORSEMENT OF UK MCA IMO STCW CERTIFICATES

This Consulate General is competent for endorsing some IMO STCW certificates issued by the UK MCA (Maritime and Coastguard Agency).

In case of doubts, it is advisable to verify which Italian Consulate is competent for the specific certificate and which STCW certificates can be endorsed (page 21 of this document). Further enquiries can be submitted via email to notarile.londra@esteri.it.

ISSUE OF A PERMANENT ENDORSEMENT

Seafarers wishing to obtain a permanent Italian Endorsement of an MCA STCW certificate (i.e. CoC Master STCW II/2; GMDSS GOC) must attend an in-person appointment at the Notary Department to sign the Endorsement in front of one of our officers.

To this aim, it is first necessary to submit an email request for appointment to notarile.londra@esteri.it attaching scans of the following documents:

  1. Request Form 14 Quater “Modello Istanza Endorsement” filled-in and signed;
  2. Certificate to be endorsed (only the relevant pages, in full and displaying the page numbers. For CoCs all the following pages must be included in the scan: 2, 3, 5, 7, 9, 11, 13);
  3. Applicant’s valid passport;
  4. Applicant’s Seaman’s Book (only the pages displaying the book’s number and the seaman’s personal details and photo).

At the appointment, the applicant will need to bring the following documents IN ORIGINAL:

  1. Request Form 14 Quater “Modello Istanza Endorsement” filled-in, signed and bearing a 16 Euro Italian Stamp Duty;
  2. Certificate to be endorsed;
  3. Applicant’s valid passport;
  4. Applicant’s Seaman’s Book;
  5. 2 recent and identical passport photos of the applicant.

At the appointment, the applicant will also need to pay, either by UK Debit Card or, exceptionally, cash, the applicable Consular Stamp Duty and the issue fee for IMO Certificates.

RENEWAL (EXTENSION) OF A PERMANENT ENDORSEMENT

It is NOT necessary to attend an in-person appointment at the Consulate for the renewal of a permanent Endorsement. It will be sufficient to send via the post to the Notary Department the following documents:

  1. Request Form 14 Quater “Modello Istanza Endorsement” filled-in, signed and bearing a 16 Euro Italian Stamp Duty and a recent passport photo of the applicant;
  2. ORIGINAL Italian Endorsement;
  3. Photocopy of the MCA Certificate to which the Endorsement refers (only the relevant pages, in full and displaying the page numbers. For CoCs all the following pages must be included: 2, 3, 5, 7, 9, 11, 13);
  4. Photocopy of the applicant’s valid passport;
  5. Contact details (email address, telephone number and physical address where the renewed/extended Endorsement should be delivered).

Applicants should send their paperwork to:

Once renewed the Endorsement, one of our officers will contact the applicant via email providing information about the payment for postal charges for delivering the renewed Endorsement to the address indicated (8.75£).

Consular fees DO NOT APPLY.

ISSUE OF A PROVISIONAL ENDORSEMENT

Provisional Endorsements provide temporary authorisation to embark and can have a maximum validity of 3 months (at present, 6 months due to Covid).

PLEASE NOTE: Provisional Endorsements CANNOT be renewed. In order to retain authorisation to embark, it will be necessary to “exchange” the Provisional Endorsement with a Permanent one before the former expires (see the “Issue of a Permanent Endorsement” procedure).

It is NOT necessary to attend an in-person appointment at the Consulate to obtain a Provisional Endorsement.

It will be sufficient to submit a request via email to notarile.londra@esteri.it attaching scans of the following documents:

  1. Request Form 14 Quater “Modello Istanza Endorsement” filled-in and signed;
  2. Certificate to be endorsed (only the relevant pages, in full and displaying the page numbers. For CoCs all the following pages must be included in the scan: 2, 3, 5, 7, 9, 11, 13);
  3. Applicant’s valid passport;
  4. Applicant’s Seaman’s Book (only the pages displaying the book’s number and the seaman’s personal details and photo).

PLEASE NOTE: This email should also indicate the address where the Provisional Endorsement should be delivered.

Once checked and verified these documents, one of our officers will reply to the applicant requesting them to send the relevant paperwork to our Office via the post and providing information about the payment for postal charges for delivering the renewed Endorsement to the address indicated (8.75£).

Paperwork to be sent via the post to the Notary Department include:

  1. ORIGINAL request form 14 Quater “Modello Istanza Endorsement” filled-in, signed and bearing a 16 Euro Italian Stamp Duty and a recent passport photo of the applicant;
  2. Photocopy of the MCA Certificate to which the Endorsement refers (only the relevant pages, in full and displaying the page numbers. For CoCs all the following pages must be included: 2, 3, 5, 7, 9, 11, 13);
