{"id":1772,"date":"2022-08-24T15:03:09","date_gmt":"2022-08-24T13:03:09","guid":{"rendered":"https:\/\/conslondra.esteri.it\/servizi-consolari-e-visti\/servizi-per-il-cittadino\/passaporti-e-servizi\/passaporto-per-chi-ha-un-permanente-impedimento-a-viaggiare\/"},"modified":"2025-08-19T20:23:08","modified_gmt":"2025-08-19T18:23:08","slug":"passaporto-per-chi-ha-un-permanente-impedimento-a-viaggiare","status":"publish","type":"page","link":"https:\/\/conslondra.esteri.it\/en\/servizi-consolari-e-visti\/servizi-per-il-cittadino\/passaporti-e-servizi\/passaporto-per-chi-ha-un-permanente-impedimento-a-viaggiare\/","title":{"rendered":"How to apply for a passport &#8211; for Italians who are permanently unable to travel"},"content":{"rendered":"<p style=\"text-align: justify;\">Biometric data capture, in particular fingerprinting, is a prerequisite for the issue of an Italian passport.<\/p>\n<p style=\"text-align: justify;\">The only exception allowed is if the applicant suffers from a medical condition which renders them permanently unable to travel.<\/p>\n<p style=\"text-align: justify;\">Please note that the inability to travel must be\u00a0<strong>permanent<\/strong>, not temporary.<\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">To apply for a passport without fingerprints applicants, you must submit:<\/p>\n<ul>\n<li style=\"text-align: justify;\"><strong>In the case of an adult over 18 y.o.: <a href=\"https:\/\/conslondra.esteri.it\/en\/chi-siamo\/la-sede\/modulistica\/modulistica-passaporti\/\">MOD1<\/a><\/strong> printed and signed;<\/li>\n<li style=\"text-align: justify;\"><strong>In the case of a minor between 12-17 y.o.:\u00a0<a href=\"https:\/\/conslondra.esteri.it\/en\/chi-siamo\/la-sede\/modulistica\/modulistica-passaporti\/\">MOD2<\/a><\/strong> signed by both parents including the photocopy of the parents&#8217; passports. If one parent is not european, <a href=\"https:\/\/conslondra.esteri.it\/en\/servizi-consolari-e-visti\/servizi-per-il-cittadino\/passaporti-e-servizi\/autentica-di-firma-e-foto-per-passaporti\/\">his\/her signature must be legalized<\/a>;<\/li>\n<li style=\"text-align: justify;\"><strong>In the case of a minor between 0-11 y.o.: <a href=\"https:\/\/conslondra.esteri.it\/en\/chi-siamo\/la-sede\/modulistica\/modulistica-passaporti\/\">MOD3<\/a><\/strong> signed by both parents including the photocopy of the parents&#8217; passports. If one parent is not european, <a href=\"https:\/\/conslondra.esteri.it\/en\/servizi-consolari-e-visti\/servizi-per-il-cittadino\/passaporti-e-servizi\/autentica-di-firma-e-foto-per-passaporti\/\">his\/her signature must be legalized<\/a>;<\/li>\n<li><strong>In the case of a minor between 0-17 y.o.: <a href=\"https:\/\/conslondra.esteri.it\/en\/chi-siamo\/la-sede\/modulistica\/modulistica-passaporti\/\">AFT2<\/a><\/strong>;<\/li>\n<li style=\"text-align: justify;\">A medical certificate issued by a hospital or by a GP certifying that the applicant is \u201c<strong>PERMANENTLY UNABLE TO TRAVEL<\/strong>\u201d. Any certificate with a different wording will not be accepted;<\/li>\n<li style=\"text-align: justify;\"><strong>3 recent identical passport-size photos<\/strong>\u00a0(taken within six months) compliant with the\u00a0<u>international ICAO standards<\/u>\u00a0(white background only);<\/li>\n<li style=\"text-align: justify;\"><strong>Previous original passport<\/strong>, if it&#8217;s expired or deteriorated or, if not available, photocopy of national ID card or photocopy of a foreign passport. Driving licence or Oyster card are not accepted;<\/li>\n<li style=\"text-align: justify;\"><strong>In case of lost \/ stolen passport<\/strong>, British Police online report and the relevant Italian lost\/stolen passport form\u00a0<a href=\"https:\/\/conslondra.esteri.it\/en\/chi-siamo\/la-sede\/modulistica\/modulistica-passaporti\/\">DEN1<\/a>;<\/li>\n<li style=\"text-align: justify;\"><strong>In case this is the first Italian passport<\/strong>, <strong>you need to submit a photocopy of the Italian<\/strong><strong> ID card or a photocopy of the foreign passport. <\/strong>Driving licence or Oyster card are not accepted;<\/li>\n<li style=\"text-align: justify;\"><strong>In case of passport expired more than 10 years ago<\/strong>, photocopy of a foreign passport or a photocopy italian ID card. Driving licence or Oyster card are not accepted;<\/li>\n<li style=\"text-align: justify;\"><strong>POSTAL ORDER made payable to \u201cItalian Consulate General\u201d.\u00a0<\/strong>Check the correct amount on our website at the\u00a0<a href=\"http:\/\/conslondra.esteri.it\/Consolato_Londra\/en\/in_linea_con_utente\/info_utili\/tariffe_consolari\/tariffe-consolari.html\">Consular fees<\/a> section;<\/li>\n<li style=\"text-align: justify;\"><strong>Prepaid Special Delivery<\/strong> envelope (up to 500g) purchasable at any post office for the return of both the new and the old passport.
