Biometric data capture, in particular fingerprinting, is a prerequisite for the issue of an Italian passport.
The only exception allowed is if the applicant suffers from a medical condition which renders them permanently unable to travel.
Please note that the inability to travel must be permanent, not temporary.
To apply for a passport without fingerprints applicants must submit, in addition to the normal passport documentation, a medical certificate issued by a hospital or by their GP certifying that the applicant is “PERMANENTLY UNABLE TO TRAVEL”.
Any certificate with a different wording will not be accepted.
