IN ORDER TO ISSUE A PASSPORT THE FOLLOWING CONDITIONS MUST BE MET:
- At least one parent must be registered in the AIRE portal;
- If you are applying for a first child passport and their birth certificate has not been registered in Italy yet, please carefully read “How to register a birth in Italy” in the Registry Office section;
- If your child was born in Italy, the birth is automatically registered and you can apply directly for a passport;
- If your child was born abroad, you must request at the Consulate the registration of the birth following carefully this procedure Registrare la nascita (e richiedere il primo passaporto) – Consolato Generale d’Italia Londra (esteri.it) in order to avoid the return of incorrect documentation.
PASSPORT ISSUANCE:
- The processing times are approximately 10-12 weeks from the date of delivery of the application to the Consulate.
REQUIRED DOCUMENTATION TO SEND:
1. MOD3 Form: completed (in CAPITAL LETTERS) and signed by both parents. Please complete all parts of the application (including telephone numbers and email addresses, making sure to specify the height of the minor in centimetres, not in inches). If one the parents of the minor is a non-EU national (this includes British nationals), they must submit their passaport and have their signature certified in one of the following ways:
- BY COMING TO THE LONDON CONSULATE GENERAL without an appointment, on Mondays, Tuesdays and Thursdays from 3 to 4 pm. The non-EU parent has to bring the original valid passport and the MOD3 Form. No other forms of identification are accepted including driving licence;
- BY ONE OF THE HONORARY CONSULS/AGENTS throughout our consular network; their contact details are available here;
- BY A BRITISH NOTARY PUBLIC/SOLICITOR. Please note that the declaration certified by the notary public/solicitor must then be legalised by means of an apostille by the “Legalisation Office”;
- BY AN OFFICIAL of the Public Administration in Italy;
- BY AN OFFICIAL of any Italian Embassy/Consulate, if the non-EU parent is neither in Italy nor in the UK.
2. The photo of the minor must be authenticated in one of the following ways:
- BY COMING TO THE CONSULATE GENERAL IN LONDON:
- One of the parents must come to the London Consulate General with the minor, without an appoitment, on Mondays, Tuesdays and Thursdays from 3 to 4pm. Please submit:
- MOD3 application form;
- 3 identical photos of the minor;
- The original and valid passport or ID of the parent;
- The previous passport of the minor, if applicable (even if it is expired or deteriorated);
- If it is the first passport, another valid ID document.
- One of the parents must come to the London Consulate General with the minor, without an appoitment, on Mondays, Tuesdays and Thursdays from 3 to 4pm. Please submit:
- WITHOUT COMING TO THE LONDON CONSULATE GENERAL:
- By having it countersigned by a British or EU national. AFT2 form must be accompanied by proof of their profession and photocopy of their valid ID document (passport or national ID card) page with photo and signature. As laid down by British legislation, the countersignatory must:
- have known the parents for at least two years (it could be a friend, neighbour, or colleague);
- not be related to you;
- be ‘a person of good standing’ in their community;
- have a recognised profession (may also be retired).
- By having it countersigned by a British or EU national. AFT2 form must be accompanied by proof of their profession and photocopy of their valid ID document (passport or national ID card) page with photo and signature. As laid down by British legislation, the countersignatory must:

3. 3 recent identical passport-size photos (taken within the last 6 months) compliant with ICAO STANDARDS (white background only, NO USB);
4. Previous original Italian passport, even if it is expired or deteriorated, if possesed;
5. If it is the first Italian passport: photocopy of the italian ID card or photocopy of the foreign passport;
6. Photocopy of valid ID document of both parents/guardians;
7. In the event of a loss or theft: ETD1/DEN1 form and photocopy of another valid ID document, if applicable;
8. “POSTAL ORDER” to be purchased at any post office and stapled to MOD2. Please check the fee to pay HERE;
9. “SPECIAL DELIVERY ENVELOPE” up to 500gr, to be purchased at any post office and to be enclosed with the rest of the documents. Please remember to write the address where to send the passport.
In the absence of the other parent’s consent:
The applicant parent may submit a formal request to the Consul General seeking a consular order and stating the reasons why it is needed. The Consul General acts as a Judge for minors residing in this consular district.
- The process includes individual interviews with each parent, and a subsequent hearing in person at the Consulate which must be attended by both parents and the child/children in accordance with the age and maturity of the child.
- The formal request is subject to a consular fee (art. 31).
- Please note that processing time may vary due to individual circumstances and cannot be estimated in advance. The time and outcome of the application depends on the completion of the necessary steps required by Italian legislation and the collaboration of the other parent.

Please note that failing to submit the documents required by current legislation will result in the passport application being rejected and returned to the applicant.
